CPC(ATM) instructions for Irregular practices followed by POs in issuance of Instant ATM Debit Cards

                    It has come to the notice of this office that many post offices are sending Instant ATM cards through Registered or Ordinary post to customer’s address with or without the consent of the depositor. As per procedure, when a customer approaches the counter, Instant ATM card has to be issued at that time only after obtaining/verifying the KYC documents. It should not be sent through Post to customer as both PIN and ATM Card will be in the same envelope.
    In the Welcome letter, ATM card and PIN both are sent to concerned PO from this office. By the time the PO would have dispatched the card to the depositor's address, the cards are linked to the depositor's account  and card will be in Active status. Anyone could misuse the card at this stage if it's wrongly delivered or lost in transit and fraud might be committed. 
        Such practice may lead to fraud/ misappropriation of funds of the DOP customer for which concerned PO staff will be responsible/answerable.
      Kindly forward the above instructions to all SOLs/ DOs/ ROs for strict compliance with a copy marked to postatm@indiapost.gov.in
